The Department of Defense Instruction 1000.27 establishes a mass transit benefit program for outside the National Capital Region. In accordance with this Instruction, the Department of the Navy (DON) has implemented the Transportation Incentive Program (TIP) for DON employees to help reduce their daily contribution to traffic congestion and air pollution, as well as expand their commuting alternatives. Effective January 1, 2023, DON transit benefit participants are eligible for transit benefits up to $300.00 per month (parking fees are not included) for specific pre-approved commuter mass transit transportation costs not to exceed actual expenses.

TIP is designed to pay for mass transit costs incurred by personnel in their local commute from residence to permanent duty station. Participants must accurately claim an amount that reflects their actual commuting cost. Failure to do so will result in a fraudulent certification on the application and is subject to criminal prosecution. This program is a benefit, not an entitlement; thus, there is no retroactive reimbursement.

AUTHORITY FOR MAINTENANCE OF THE SYSTEM: 10 U.S.C. 113, Secretary of Defense; 5 U.S.C. 7905, Programs to encourage commuting by means other than single-occupancy motor vehicles; Executive Order (E.O.) 12191, Federal Facility Ridesharing Program; E.O. 13150, Federal Workforce Transportation; DoD Instruction 1000.27, Mass Transportation Benefit Program (MTBP); and E.O. 9397 (SSN); and SORN DoD-0009.
PURPOSE(S) OF THE SYSTEM: To manage and administer the DON Mass Transportation Benefit Program for military and civilian personnel (to include non-appropriated fund (NAF) employees) applying for and in receipt of a commuter subsidy. To evaluate employee participation in the program. To provide audit capabilities and track the use of funds to support the program; ensure appropriate accountability; and prevent misuse of the funds involved. To report required information for program management and oversight to leadership and key stakeholders.
ROUTINE USES: To the benefit provider for purposes of administering the DON Mass Transportation Benefit Program and/or to DON transit benefit program officials for the purpose of verifying the eligibility of individuals to receive a fare subsidy pursuant to the transportation benefit program operated by the DON. To the U.S. Department of Transportation for purposes of verifying DoD military or civilian employees' participation in the program, and auditing and verifying disbursements.
DISCLOSURE: Voluntary. However failure to provide the requested information may result in a disapproval of the Mass Transportation Benefit Program.
